Kampala, 13th May 2026.
Hon. Protazio Begumisa has been formally sworn in as the Member of Parliament for Ndorwa East Constituency, Kabale District, during first day of the 12th Parliament swearing-in ceremony at Parliament House.
The Clerk to Parliament administered both the Oath of Allegiance and the Oath of Member of Parliament to Hon. Begumisa today, in accordance with the schedule issued by the Directorate of Communication and Public Affairs.
With the oath now taken, Hon. Begumisa officially joins the 12th Parliament, whose five-year term runs from 2026 to 2031. He is expected to participate in the first sitting of the new House on 25th May 2026, when MPs will elect the Speaker and Deputy Speaker and begin legislative business.
Hon. Begumisa, who won the Ndorwa East seat in the January 15, 2026 general elections on the National Resistance Movement ticket had a campaign centered on improving rural infrastructure, education access, and agricultural support for farmers in the Kigezi sub-region.
The swearing-in marks the formal transition from the 11th to the 12th Parliament. The 11th Parliament dissolved on 24th April 2026 after passing the national budget for the 2026/2027 financial year. The Office of the Clerk had put in place a detailed programme to ensure the 500+ newly elected MPs were sworn in smoothly between 13th and 15th May.
Once all MPs are sworn in, the 12th Parliament will convene for its first sitting to elect leadership and set out the legislative agenda for the term. Key priorities expected to dominate include implementation of the NRM manifesto, oversight of the 2026/2027 budget, and laws on industrialization and service delivery.
Hon. Begumisa told supporters after the ceremony that his focus remains on “delivering tangible results for the people of Ndorwa East and ensuring their voices are heard in Parliament.”
The swearing-in of the 12th Parliament follows President Yoweri Kaguta Museveni’s inauguration for a seventh term at Kololo Independence Grounds on Tuesday, 12th May 2026.
