Hon. Dr. Protazio Begumisa, Member of Parliament for Ndorwa County East Constituency, delivered his maiden speech in Parliament today, where he congratulated President Yoweri Museveni on what he described as a βwonderful State of the Nation Address.β
In his address, Hon. Begumisa appealed to Government for urgent affirmative action on four critical issues affecting communities in Kabale District, particularly Ndorwa East.
Key issues raised:
1. Poor or No Telecom Network
The MP cited areas of Buhara-Kafunjo, Rwantambara, Ntarabana and surrounding villages as having little or no network coverage. He said this continues to isolate residents and hamper business, education, and emergency communication.
2. Compensation for Rwanda War Claimants β Maziba Sub-county
Hon. Begumisa reminded Parliament that since 1994, 36 people who died and over 800 residents who lost property in Maziba Sub-county during cross-border incidents are yet to be compensated. He called on Government to expedite the process and bring closure to the affected families.
3. Kabalaga Rubbish Dump
He raised concern over the Kabalaga dumpsite, which he said is increasingly becoming a health and environmental risk to residents of Karubanda and Kabalaga. The MP urged relevant authorities to intervene with a sustainable waste management plan.
4. Lack of Electricity in Maziba
Despite hosting key power infrastructure, Maziba Sub-county remains largely in darkness. Hon. Begumisa noted the presence of Kahondo, Kavu and Kigarama dams in the area and appealed that residents of these communities be prioritized in the next phase of rural electrification.
The MP pledged to work closely with Government, ministries, and development partners to ensure service delivery and improve livelihoods in Kabale.
