Delivering swiftly on his campaign manifesto, CPA Dr. Protazio Begumisa, Member of Parliament for Ndorwa County East, used the Day 3 session of the 12th Parliament Induction to advocate for an official customs border post along the Uganda-Rwanda frontier.
Addressing fellow legislators and government officials at Speke Resort Munyonyo, Dr. Begumisa argued that a gazetted border post is critical to unlocking the economic potential of Ndorwa East. He noted that the absence of formal crossing points has limited market access for farmers and traders, delayed service delivery, and stalled infrastructure investment.
Immediate Government Response
Hon. Rebecca Kadaga Alitwala, Minister of State for East African Community Affairs, responded to the request during the session. She committed to initiate bilateral engagements with the Republic of Rwanda to determine the most viable location for the facility. Three sites are under consideration: Kahondo, Kavu, and Kafunjo, all within Ndorwa County East.
Why It Matters for Ndorwa East.
A designated customs post will formalize cross-border trade, reduce transit delays, and create a framework for government investment in access roads, security, and support services. For communities that have historically watched commerce flow through neighboring districts, the development signals a shift toward direct economic inclusion.

Next Steps.
With the Ministerβs commitment secured, technical consultations between Uganda and Rwanda will commence to assess the proposed sites. The Ndorwa East leadership will continue to follow up to ensure the process moves from pledge to implementation.
The intervention aligns with the 12th Parliamentβs induction focus on effective representation, oversight, and tangible service delivery for constituencies.
